The proposal does not define any framework for monitoring. Some planning documents (e.g., Logical framework) is missing. Objectives are not SMART.


H2OEnergies focuses on infrastructure installation and operating the infrastructure in collaboration with a local partner NGO. It is not clear how the community training and capacity building at local level will take place.

Risultati attesi

The construction of infrastructure, financial management and servicing relies heavily on the local organization Rafiki, an organization which is headed by a Swiss Expat. Local capacity building on system operation and maintenance is likely to remain with Rafiki. Sustainability is at risk if the organization stops operating (eg. If the Swiss Expat leaves)

The project does not focus enough on establishing a local business that can be operation with local resources – also this is a sustainability risk.

In accordance with a feedback from a local expert, per person investment cost are relatively low.
Focus on investment lies heavily on infrastructure. Local capacity building and community training fall too short and should be strengthened.


The documents initially presented by H2OEnergies were not sufficient and I therefore asked for clarifications. The second version of the project proposal explains some of the aspects that remained unclear during the first version. I would like to highlight the following points:
• An interesting aspect is that retired engineers from Switzerland are being involved in the project. They provide their technical inputs and support free of cost which is an asset and contributes to lower project cost.
• The piped systems and the kiosks will initially be owned by the project and will be handed over at a later stage to the community. It is not yet clear how this handing-over process will be carried and how the local community will generate sufficient funds to be able to operate the system in the longterm.
• The business models around the water kiosks need to be thought through more in detail.
• A similar system is in place and operating since 2011 – sustainability seems to be guaranteed as long as H2O takes responsibility for the project and pays for water exploitation cost. This can provide a large community safe water for at least an intermediate period of time and maybe also longer attention is placed on sustainability issues (currently missing in project document).
• Long-term sustainability could be critical.


Overall, the project can be recommended, taking into consideration the recommendations in this document.
